How do I propose a PROSPECT Course?
Engineer Form 4713-R, Evaluation of Proposed Training Course

Any Corps employee may identify a training need by initiating Engineer Form 4713-R, Part I. The USACE Learning Center (ULC) will research for training that may already exist and also assess/recommend method of delivery (resident, distributed learning, combination of both) (Part II). The ULC then forwards the ENG Form 4713-R to the Proponent/Community of Practice (CoP) Leader who will concur/non-concur with the proposed course and ULC recommendation (Part III) and forward ENG Form 4713-R to HQ USACE Human Resources Development (HQ HR-D/HR) for final review/approval (Parts IV and V). HQ HR-D then returns ENG Form 4713-R to ULC who assigns approved forms a course number, a CoP and Course Manager (CM) who now has approval to support development/implementation of the course.

As of June 2012, ENG Form 4713-R is formatted as a fillable PDF. After completing/signing/saving Part I, click the "Submit to ULC QA/QC". An email address is embedded in this button to ensure receipt. If you do not receive receipt confirmation after two workdays, please email ULC QA/QC.
